## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

PILOT ON IFR FLIGHT PLAN FROM MSP TO AXN DECIDED TO LAND ON RWY 31 AT AXN WITH WIND 190 @ 8 KNOTS. DECISION TO LAND ON 31 WITH A TAILWIND WAS MADE DUE TO RWY 31 HAD AN ILS APPROACH AND WEATHER WAS REPORTED TO BE 3/4 MILES VISIBILITY AND 200 FT. OVERCAST. THE PILOT STATED HE TOUCHED DOWN AT AROUND THE 1000' MARKER OF THE 5100' RWY. UPON LANDING, PILOT STATED HE EXPERIENCED LITTLE OR KNOW BRAKING. PILOT STATED THAT HE OPTED NOT TO DO A GO AROUND BECAUSE HE DID NOT FEEL HE HAD ENOUGH RUNWAY LEFT AND HE HAD A 8 KNOT TAILWIND. THE AIRCRAFT CONTINUED ON OFF THE END OF RWY 31 ABOUT 400' AND THEN VEERED TO THE RIGHT. THIS WAS THE FIRST AIRCRAFT THAT LANDED AT AXN ON THIS DAY AND THERE WERE NO RUNWAY CONDITION REPORTS AVAILABLE.

## The NTSB's investigation of this event (1)
