## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

CFI WAS PROVIDING INSTRUCTION TO AIRMAN IN N5024E, A CIRRUS SR-20. AIRMAN OBTAINED HIS PRIVATE PILOT CERTICATE IN MAY 2012. THIS WAS HIS SECOND FLIGHT IN A SR-20. THE PRIMARY PURPOSE FOR THE FLIGHT WAS PHOENIX AREA ORIENTATION (AIRMAN WAS VISITING FROM NORTH CAROLINA).

CFI AND AIRMAN INTENDED TO PERFORM A TOUCH AND GO ON RUNWAY 17 AT P19 (STELLAR AIRPARK). THE LANDING OCCURRED PAST THE 1000' MARKERS. THE RUNWAY IS 3913' FEET LONG, AND AT THE TIME, WAS WET FROM RECENT RAIN.

AIRMAN LANDED THE AIRCRAFT WITH APPROXIMATELY A 5 KNOT TAILWIND, AND THEN FELT THAT THE BRAKES WERE INEFFECTIVE ON THE WET RUNWAY, AND ALTERNATELY GRABBING. AS THE PLANE SLID FROM SIDE-TO-SIDE, THEY "RAN OUT OF ROOM TO DO THE TOUCH AND GO". THE AIRCRAFT CONTINUED TO REACT "AS IF IT WERE HYDROPLANING". THE CFI THEN TOOK THE CONTROLS, WHEREUPON THE AIRCRAFT DEPARTED THE SOUTH END OF THE RUNWAY AND IMPACTED THE SOUTHERN PERIMETER FENCE.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
