## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

INACTIVE PRIVATE PILOT RECENTLY BECAME ACTIVE IN FLYING.

PILOT RECEIVED ABOUT 20 HOURS OF TAIL WHEEL INSTRUCTION AND RECEIVED HIS ENDORSEMENT.

PILOT WAS PRACTICING TAKEOFFS AND LANDINGS IN HIS NEWLY ACQUIRED AIRPLANE WHEN HE EXPERIENCED WIND GUSTS WHICH RAISED THE RIGHT WING AND THE LEFT WHEEL TOUCHED THE GROUND. THE ACTION RESULTED IN THE AIRCRAFT TURNING LEFT OFF THE RUNWAY.

PILOT ATTEMPTED A GO-AROUND, WHEN THE LANDING GEAR STRUCK A CHAIN LINK FENCE.

LEFT WING WAS BENT AND THE NOSE OF THE AIRCRAFT WAS DAMAGED.

WEATHER REPORTS FROM 30 TO 45 MINUTES AFTER SHOW WINDS AROUND THE AREA VARING FROM THE WEST, SOUTH, AND EAST, WHILE OTHERS WERE CALM.
