ON JUNE 9, 2013 AT 1320 ZULU HRS. A PRIVATE PILOT OF AIRCRAFT REGISTRATION NUMBER N2585V MODEL CE-170 S/N 18090 OPERATING UNDER 14 CFR 91 FLIGHT RULES DECLARED AN EMERGENCY DUE TO LOSS OF ENGINE POWER (CARBURATOR ICE) DURING HIS FINAL DESCENT TO RUNWAY 02 AT ROBERTSON FIELD, PLAINVILLE, CT (4B8). THE FINAL AIRCRAFT ACCIDENT LOCATION WAS APPROXIMATELY 200 FT. ADJACENT TO THE RIGHT OF RUNWAY 02 IN A WOODED MARSH AREA. THE PILOT ESCAPED WITHOUT INJURY. UPON FURTHER INVESTIGATION OF THE AIRCRAFT IT WAS NOTED THAT THE FUEL SYSTEM CONTAINED EXCESSIVE AMOUNTS OF WATER AT THE DRAINING POINTS OF BOTH WINGS, GASCULATOR FILTER BOWL AND CARBURATOR. A DAY LATER AFTER THE AIRCRAFT WAS RECOVERED FROM THE ACCIDENT SCENE, IT WAS NOTED THAT WATER WAS PRESENT IN THE FUEL SYSTEM AT THE WING PORT FROM A RAINSTORM THE PREVIOUS NIGHT. AN ENGINE PERFORMANCE RUN-UP WAS PERFORMED WITH SATISFACTORY RESULTS.
