## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

THE PILOT LOADED N32582, A PIPER PA-28-140, WITH APPROXIMATELY 100LBS OF FUEL AND APPROXIMATELY 50 LBS OF BAGGAGE, AND ON BOARD N32582 WERE THREE INDIVIDUALS: THE PILOT-IN-COMMAND, AND TWO PASSENGERS, ONE OF WHICH WAS A RATED PILOT.

N32582 THEN ATTEMPTED A TAKE-OFF FROM MOUNTAIN VALLEY AIRPORT (L94) IN TEHACHAPI, CA, WITH A DENSITY ALTITUDE OF 6,700 FEET. FURTHERMORE, THERE WAS A WESTERLY WIND FLOW OVER THE HILL.

THE PILOT THEN TURNED CROSSWIND INTO RISING TERRAIN, CAUSING THE RATE OF CLIMB TO DECREASE. THE AIRCRAFT CLIMB RATE INSUFFICIENT TO CLEAR THE RISING TERRAIN.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB WPR13FA386](https://openairdocs.org/ntsb/WPR13FA386), Aug 24, 2013: Piper PA 28 (N32582), Tehachapi, CA, substantial damage. Probable cause: The pilot's failure to conduct predeparture airplane performance planning for a departure from a high density altitude location, which resulted in his selection of a flightpath toward rising terrain…

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
