## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

HELICOPTER OPERATOR GIVING RIDES AT LOCAL FAIR WAS IN THE PROCESS OF A CREW CHANGE (SINGLE PILOT). AIRCRAFT WAS ON GROUND WITH THE ENGINE RUNNING AND THE MAIN ROTOR BLADES TURNING (CLUTCH NOT ENGAGED). THE EXITING PILOT (VICTIM) GOT OUT OF HELICOPTER, WHILE THE ENTERING PILOT GOT IN AND STRAPPED IN HELICOPTER. AS THE EXITING PILOT WALKED OUT FROM THE AIRCRAFT, HE WAS STRUCK ON THE RIGHT SIDE OF HEAD BY ONE OF THE MAIN ROTOR BLADES AND SUSTAINED FATAL INJURIES.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB ERA13LA433](https://openairdocs.org/ntsb/ERA13LA433), Sep 27, 2013: Enstrom F-28C (N631DP), Bloomsburg, PA, minor damage, 1 fatal. Probable cause: The relieved pilot’s failure to maintain clearance from the rotating main rotor blades after he exited the helicopter.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
