## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON NOVEMBER 19,2013 I TRAVELED WITH INSPECTOR BERNHARDT TO INVESTIGATE A FATAL CRASH OF A

FOCKE-WULF MODEL :FWP149D N132FW THAT WAS DESTROYED WHEN IT IMPACTED TREES AND TERRAIN WHILE ON APPROACH TO (DPL) DUPLIN COUNTY AIRPORT IN KENANSVILLE NORTH CAROLINA.

UPON EXAMINATION OF THE DEBRIS,IT WAS NOTED THAT THE FLAPS WERE DOWN AND THE LANDING GEAR WAS EXTENDED.

IT WAS NOTED BY THE INDICATIONS OF THE CONDITION OF THE PROPELLER AND IMPRESSIONS IN THE TREES AND TERRAIN THAT THE ENGINE WAS OPERATING.

IT WAS ALSO NOTED THAT THERE WAS FUEL PRESENT IN THE ONLY INTACT FUEL TANK,ALTHOUGH IT WAS NOT POSSIBLE TO HAVE ANY INDICATION OF HOW MUCH FUEL WAS ON BOARD.

INSTRAMENT METEOROLOGICAL CONDITIONS PREVAILED AND A INSTRUMENT FLIGHT RULES (IFR) FLIGHT PLAN WAS NOT FILED. KDPL REPORTED WEATHER AS: CALM,0.50 FOG,OVC001,54-53,98%.

IN A CONVERSATION WITH THE DUPLIN COUNTY AIRPORT DIRECTOR ^PRIVACY DATA OMITTED^, HE INDICATED THAT IT WAS NO UNCOMMON FOR ^PRIVACY DATA OMITTED^ TO FLY TO DPL FROM HIS HOME BASE TO FUEL HIS AIRCRAFT DUE TO COMPETITIVE FUEL PRICING.

UPON INSPECTION OF THE FUELING EQUIPMENT, IT WAS NOTED THAT SELF- SERVICE FUEL IS AVAILABLE TWENTY FOUR HOURS.
