## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

N891FE, CESSNA 208, ENROUTE TO KVIS.

AT 8000' CRZ FLT, IMC, THE PROP RPM DROPPED FROM 2000 TO 400 RPM. THE AIRMAN WAS UNABLE TO RE-GAIN THRUST CONTROL AND DELARED AN EMERGENCY.

NORCAL DIRECTED AIRCRAFT TO TRACY AIRPORT (TCY). THE AIRCRAFT BROKE OUT IFR AT 3700 FT, 3 MILES EAST SOUTH EAST OF TCY.

THE AIRMAN ATTEMPTED TO LAND ON RWY 12 BUT ON FINAL, WIND GUSTS PICKED UP AND INCREASED DESCENT RATE REQUIRING THE AIRMAN TO DIVERT TO A FARM FIELD SHORT OF THE AIRPORT.

THE AIRMAN MANEUVERED OVER RAILROAD TRACKS AND UNDER THE POWER LINES TO LAND WITHOUT INCIDENT IN THE MUDDY FIELD 2500 FT NORTH WEST OF THE AIRPORT.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
