AIRCRAFT N595E WAS HOLDING SHORT OF RUNWAY 12 AT TANGO AT OPA-LOCKA AIRPORT,  WAITING FOR ATC RELEASE FROM MIAMI APPROACH CONTROL.  COAST GUARD AIRCRAFT CJ2302  WENT AROUND N595E TO ENTER RUNWAY 12 WHEN THE LEFT WING  TIP OF CJ230 IMPACTED THE RIGHT WINGLET OF N595E.
