DURING CRUISE THE PIPER J-3 LOST POWER AND COULD NOT MAINTAIN ALTITUDE. THE PRIVATE PILOT INITIATED AN OFF FIELD LANDING, RESULTING IN SEVERE DAMAGE TO THE AIRCRAFT.
