## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

DURING LEVEL OFF AT ALTITUDE OF 2500 MSL, CFI WITH TWO NAVY IFS STUDENTS ON BOARD EXPERIENCED PARTIAL LOSS OF POWER. PILOT ATTEMPTED TO REGAIN ENGINE POWER BY EXECUTING EMERGENCY RESTART PROCEDURE BUT WAS UNSUCCESSFUL. THE ENGINE NEVER DEVELOPED MORE THAN 1800 RPM AFTER THAT. PILOT ELECTED TO MAKE AN EMERGENCY LANDING TO A FIELD. DURING ROLLOUT AIRPLANE STRUCK A BARBED WIRE FENCE CAUSING MINOR DAMAGE TO BOTH WING LEADING EDGES, FRONT COWLING, AND RIGHT WHEEL PANT. NO INJURIES.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
