## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON JULY 14, 2015 AT 1456 CDT, THE PILOT, ^PRIVACY DATA OMITTED^, OF CESSNA 182, N2764G ADVISED ST. LOUIS APPROACH THAT THE AIRCRAFT WAS UNCONTROLLABLE AND HE PARACHUTED FROM AIRCRAFT AT APPROXIMATELY 4000 FEET ACCORDING TO ATC.

THE ACTIVITY PRIOR TO THE EVENT, ^PRIVACY DATA OMITTED^ PICKED UP FOUR SKYDIVERS AT FESTUS MEMORIAL AIRPORT, FESTUS, MO (FES), RELEASED ONE AT 3800 FEET AND AT 11000 FEET THE REMAINING THREE SKYDIVERS DEPARTED AIRCRAFT. ACCORDING TO THE PILOT'S STATEMENT, PROCEDURE FOR DEPARTING JUMPERS IS TO INPUT 10 DEGREES OF FLAPS. AFTER THE LAST JUMPER DEPARTED, HE CLOSED THE DOOR AND STARTED TO RETRACT FLAPS FROM TEN TO ZERO DEGREES. THE PILOT DESCRIBED THAT THERE WAS A METALLIC SNAP AND THE AIRCRAFT WENT INTO A SPIN WHICH WAS RECOVERED AT 7000 FEET. THE RIGHT FLAP WAS PARTIALLY DEPLOYED APPROXIMATELY 5 DEGREES, APPEARED CROOKED IN TRACK, AND THERE WAS A VIBRATION FROM THE RIGHT FLAP WITH RESTRICTED RIGHT AILERON CONTROL. MAINTAINING LATERAL CONTROL WAS DIFFICULT ACCORDING TO ^PRIVACY DATA OMITTED^.

^PRIVACY DATA OMITTED^, LOCAL A&P MECHANIC, AND ^PRIVACY DATA OMITTED^ WERE DISCUSSING SITUATION VIA THE UNICOM, AT THE FESTUS AIRPORT (FES). ^PRIVACY DATA OMITTED^ ATTEMPTED TO LAND AT FESTUS, MO (FES) BUT INITIATED A GO AROUND WHEN UNABLE TO SLOW DOWN ENOUGH TO LAND AND STILL MAINTAIN LATERAL CONTROL. ATTEMPTED TO MOVE FLAPS, WITH ONLY LEFT FLAP RESPONDING, RIGHT FLAP STAYED AT FIVE DEGREES. AFTER APPROXIMATELY 30 MINUTES OF FIGHTING THIS ROLL/SPIN TENDANCY, IT WAS DETERMINED BETWEEN ^PRIVACY DATA OMITTED^ AND ^PRIVACY DATA OMITTED^ THAT HE NEEDED TO DEPART THE AIRCRAFT WHICH WAS NOW OVER RURAL ILLINOIS FARMLAND, EAST OF FESTUS, MO. ^PRIVACY DATA OMITTED^ STATED HE PARACHUTED FROM THE AIRCRAFT AFTER SHUTTING DOWN THE ENGINE, AND WATCHED THE AIRCRAFT CIRCLE AROUND HIM AFTER THE CHUTE OPENED. ^PRIVACY DATA OMITTED^ SUSTAINED NO INJURIES FROM THE EVENT.

THE AIRCRAFT CRASHED INTO A BLUFF WITH NO POST IMPACT FIRE AND A COMPACT DEBRIS FIELD. VERIFIED FROM THE WRECKAGE THAT THE TOP OUTBOARD SECTION OF THE RIGHT FLAP WAS IMPACTING ON THE BOTTOM INBOARD SIDE OF RIGHT AILERON APPROXIMATELY 1/2 INCH, THE CONTACT EXPOSED PRIMER. THE RIGHT FLAP WAS MISALIGNED AT POINT OF IMPACT, OUTBOARD SIDE OF FLAP WAS RETRACTED AND INBOARD SIDE WAS EXTENDED ON THE TRACK. NOTED A BROKEN CABLE INBOARD OF FLAP BELL CRANK THAT IS VERY DRY AND RUSTY IN THE SEPARATION. UNABLE TO MAKE DETERMINATION OF FLAP ROLLERS AND TRACKS CONDITION PRIOR TO IMPACT.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB CEN15LA323](https://openairdocs.org/ntsb/CEN15LA323), Jul 14, 2015: Cessna 182B (N2764G), Fults, IL, destroyed. Probable cause: The malfunction of the flap assembly, which resulted in a restriction of aileron control. Contributing to the accident was maintenance personnel’s inadequate inspection of a corroded flap control…
