## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

THE PILOT STATED THAT THIS FLIGHT WAS A PERSONAL PLEASURE FLIGHT. UPON INITIATING THE DEPARTURE FROM THE OHIO RIVER, THE AIRCRAFT BEGAN TO DECCELERATE AND LEAN TOWARD THE LEFT-WING DOWN. HE ABORTED THE TAKEOFF; HOWEVER, THE AIRCRAFT "SLOWLY" NOSED OVER IN THE WATER. ALL PASSENGERS EXITED THE AIRCRAFT. THE PILOT OBSERVED THAT ONE OF THE FLOATS HAD A HOLE IN IT "THE SIZE OF A SOFTBALL OR BIGGER". HE THINKS THE FLOAT STRUCK A SUBMERGED OBJECT IN THE WATER AND ALLOWED THE FLOAT TO TAKE ON WATER, THUS CAUSING THE EVENT.
