## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON JUNE 10, 2016, AT APPROXIMATELY 17:03 ZULU A MOONEY MODEL 20J, REGISTRATION N96CB, DEPARTED POMPANO BEACH AIRPORT ON AN IFR FLIGHT PLAN. AT APPROXIMATELY 8000 FEET INDICATED ALTITUDE THE PILOT IN COMMAND (PIC) REPORTED A PARTIAL LOSS IN ENGINE POWER TO AIR TRAFFIC CONTROL. THE PIC WAS UNABLE TO CONTINUE CLIMB OR HOLD ALTITUDE. THE PIC INFORMED AIR TRAFFIC CONTROL OF HIS SITUATION AND DECLARED AN EMERGENCY. THE PIC STATED THE NEAREST SUITABLE AIRPORT WAS PALM BEACH COUNTY PARK AIRPORT (LANTANA). THE PIC DIVERTED TO LANTANA AND LANDED WITHOUT INCIDENT. THE AIRCRAFT OWNER'S MECHANIC TROUBLESHOT THE MALFUNCTION AND DISCOVERED THAT THE PROPELLER GOVERNOR WAS THE PROBABLE CAUSE. THE PROPELLER GOVERNOR WAS REMOVED AND TAKEN TO A LOCAL REPAIR STATION (PALM BEACH AIRCRAFT PROPELLERS, INC. #LU4R) THE GOVERNOR WAS BENCH CHECKED AND FOUND NOT TO BE ACHIEVING RPM ABOVE 1600. PRESSURE RELIEF WAS ALSO LOW. THE GOVERNOR WAS DISASSEMBLED AND FOUND TO HAVE INTERNAL DAMAGE TO THE PUMP CAVITY FROM AN UNKNOWN SOURCE AND RENDERED THE GOVERNOR BEYOND ECONOMICAL REPAIR. A REPLACEMENT GOVERNOR WAS INSTALLED ON THE AIRCRAFT AND APPROVED FOR RETURN TO SERVICE. A SERVICE DEFECT REPORT (SDR) WAS SUBMITTED ELECTRONICALLY BY THE REPAIR STATION (SDR#2016FA0000312).

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
