## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

PILOT CLEARED TO LAND BY PGD TOWER ON RUNWAY 22. ON LANDING ROLLOUT THE AIRCRAFT RIGHT WING WAS LIFTED BY A CROSSWIND WHILE PASSING BEHIND AN OPERATING MD-83 PARKED ON TURNOFF A2, STRIKING THE LEFT WING ON THE RUNWAY. THE AIRCRAFT VEERED OFF THE LEFT SIDE OF THE RUNWAY COMING TO A STOP ON THE GRASS APPROXIMATELY 50 FEET FROM RUNWAY.

NO INJURIES REPORTED.

PRIOR TO N8161X LANDING, PGD TOWER CLEARED THE ALLEGIANT AIR MD83 TO TAXI TO A2 FOR HIGH POWER ENGINE RUNS FOR MAINTENANCE WITH THE EXHAUST POINTING DIRECTLY ACROSS RUNWAY 22.

ALLEGIANT AIR MECHANICS STATED THAT THEY WERE NOT AT HIGH POWER SETTINGS WHEN N8161X DEPARTED THE RUNWAY.

THEY ALSO STATED THAT THEY WERE AWARE OF APPROACHING TRAFFIC 5 MILES FROM THE AIRPORT AND HEARD N8161X CALL THE TOWER AFTER LANDING AND STATE THAT THEY HAD BEEN BLOWN OFF THE RUNWAY BY ALLEGIANT AIR.

THE ALLEGIANT AIR AIRCRAFT TAXIED BACK TO THEIR RAMP AND REMOVED THE COCKPIT VOICE RECORDER AND FLIGHT DATA RECORDER AND SENT THEM TO THEIR HEADQUARTERS IN LAS VEGAS FOR REVIEW.

TOWER TAPES WERE REVIEWED AND REVEALED THAT THE TWO AIRCRAFT WERE BOTH CLEARED TO BE IN THE POSITIONS THAT THEY WERE IN AT THE TIME OF THE ACCIDENT.

AIRPORT SECURITY VIDEO CLEARLY SHOWS THE AIRCRAFT BEING LIFTED AS IT PASSED BEHIND THE ALLEGIANT AIR MD-83 AND DEPARTING THE RUNWAY.

AIRCRAFT INSPECTION REVEALED SUBSTANTIAL LEFT WING SKIN, SPAR, AND AILERON DAMAGE TO N8161X.

LAST ANNUAL INSPECTION WAS OCTOBER 2015.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB ERA16LA225](https://openairdocs.org/ntsb/ERA16LA225), Jun 17, 2016: Piper PA 28-236 (N8161X), Punta Gorda, FL, substantial damage. Probable cause: The tower controller’s failure to identify and mitigate jet blast from an airplane conducting an engine test run, and the effect of the jet blast on landing traffic, which resulted in a runway…

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
