## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

THE PILOT WAS PRACTICING ?TOUCH-AND-GO? LANDINGS AT BRIDGEPORT MUNICIPAL AIRPORT (XBP). UPON THE THIRD LANDING, THE PILOT APPLIED ENGINE POWER FOR TAKEOFF PRIOR TO RAISING THE FLAPS. THE FLAPS DID NOT RAISE AND THE PILOT ALLOWED THE AIRCRAFT TO BECOME AIRBORNE. THE AIRCRAFT WOULD NOT CLIMB OUT OF GROUND EFFECT DUE TO THE DRAG OF THE LOWERED FLAPS. THE PILOT LANDED DOWNWIND ON THE DEPARTURE RUNWAY WITH A 12 TO 16 KNOT TAIL WIND. THE AIRCRAFT DEPARTED THE RUNWAY 300 FEET FROM THE END OF THE RUNWAY. THE AIRCRAFT ENCOUNTERED SOFT SAND IN A DRAINAGE DITCH 40 FEET FROM THE SIDE OF THE RUNWAY. THE NOSE WHEEL DUG INTO THE SOFT SAND, CAUSING THE AIRCRAFT TO FLIP OVER ON ITS LATERAL AXIS. THE PILOT AND PASSENGER WERE NOT INJURED. THE AIRCRAFT WAS DESTROYED.
