ON 9/9/2016 AT APPROXIMATELY 1215, N750SS, PACCAR 750XL ATTEMPTED TO TAKEOFF FROM WARRENTON AIR PARK ON RWY 22 WITH 13 JUMPERS ON BOARD. WINDS WERE LIGHT AND TEMPERATURE AND HUMIDITY WERE HIGH (90/75). AIRCRAFT ROTATED AT APPROX 61 KTS, AFTER TRAVELLING CLOSE TO 740FT. PILOT IMMEDIATLEY HEARD THE STALL WARNING HORN AND FELT MUSHY CONTROLS. THE AIRCRAFT STALLED AND SETTLED BACK ONTO THE RUNWAY. PILOT DECREASED POWER AND APPLIED BETA AND BRAKING. AIRCRAFT TRAVELED REMAINING DISTANCE OF THE RUNWAY AND IMPACTED FENCE AND DITCH WHICH CAUSED THE LANDING GEAR TO COLLAPSE AND DAMAGE TO THE PROPELLER. UPON EVACUATION OF PASSENGERS AND ASSESSMENT OF DAMAGE, PILOT NOTED THE FLAPS WERE IN THE UP POSITION. FLAPS SHOULD HAVE BEEN SET IN THE 20 DEGREE DOWN POSITION. NO INJURIES TO PILOT OR PASSENGERS. PILOT FAILED TO PROPERLY CONFIGURE AIRCRAFT FOR TAKEOFF.
