## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

N69029, OWNED BY A LOCAL GOVERNMENT ENTITY WAS PARKED ON THE RAMP ADJACENT TO TAXIWAY B, WITH NO INTENT FOR FLIGHT AND NOBODY ABOARD THE AIRCRAFT. N22718, (PART OF A FLIGHT OF 3 H-60'S),OWNED BY A FEDERAL GOVERNMENT ENTITY RECEIVED TAKEOFF CLEARANCE AND PROCEEDED TO DEPART FROM TAXIWAY B. THE ROTOR WASH COUPLED WITH WINDS GUSTING TO 20 KNOTS FLIPPED THE CESSNA OVER CAUSING MINOR REPARABLE DAMAGE. RESTRICTIONS BY ATC WERE NOT IN PLACE TO PREVENT TAXIWAY B DEPARTURES BY ROTORCRAFT. SINCE THIS INCIDENT, TAKEOFF RESTRICTIONS PREVENTING ROTORCRAFT FROM DEPARTING ON TAXIWAY B ARE NOW IN PLACE ACCORDING TO THE AIR TRAFFIC MANAGER.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
