## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

WHILE PERFORMING CITATION N783XJ ENGINE RUNUP AFTER MAINTENANCE AT CITATION CENTER RAMP, THE FAA CERTIFICATED MECHANIC WITH TAXI AND RUNUP AUTHORIZATION, PERFORMED ENGINE RUNUP WITH EXHAUST THRUST DIRECTED AT TAXIWAY. THE 172 WAS TAXXIING FOR DEPARTURE WHEN THE CITATION EXHAUST THRUST BLEW THE C-172H UP AND OVER ON NOSE AND HIT WINGTIP CAUSING WING AND PROP AND ENGINE DAMAGE TO THE CESSNA 172H.

THE CITATION MECHANIC DID NOT FOLLOW HIS TRAINING COMPLETED 9-11-2012; INCLUDING STANDARD WRITTEN PROCEDURES OF THE CITATION CENTER FOR RUNUP LOCATION AND DIRECTION - DESIGNED TO PREVENT EXHAUST THRUST ACROSS TAXIWAYS. THE TEXTRON AVIATION TECHNICAL TRAINING CHAPTER3, PAR 3.12 REQUIRED THAT RUNUP OPERATOR MUST ENSURE THAT DIRECTION OF THRUST DURING ENGINE OPERATIONAL TESTING RUNS MUST NOT CROSS ACTIVE TAXIWAYS AND NOT BE POINTED TOWARD OTHER AIRCRAFT.

REVIEWED AGENCY POLICY DOCUMENTS AND ENGINE RUNUP PROCEDURES WITH PART 145 REPAIR STATION ACCOUNTABLE MANAGER; AND SCHEDULED COUNSELING (PER FAA ORDER 8900.1, VOLUME 14, CHAPTER 1, SECTION 2, PAR 14-1-2-3 (D)(5)FOR THE MECHANIC WHO PERFORMED THE ERRANT RUNUP WHICH RESULTED IN THE INCIDENT.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
