WHILE LEVEL AT 600 FEET AGL OVER WATER AND FOLLOWING THE COAST LINE.THE ENGINE STARTED RUNNING ROUGH. DURING AN EMERGENCY LANDING ON A BEACH THE AIRCRAFT FLIPPED OVER.
