## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

OWNER PURCHASED AN EXPERIMENTAL AIRCRAFT WITH THE WINGS, AILERONS, FLAPS, HORIZONTAL STAB, ELEVATORS AND RUDDER REMOVED. THE OWNER REINSTALLED ALL PARTS. AN A&P PERFORMED A CONDITION INSPECTION. THE OWNER CONDUCTED A TEST FLIGHT AND ON CLIMB HE HAD TO KEEP THE LEFT AILERON IN THE FULL DOWN POSITION TO KEEP THE AIRCRAFT LEVEL. HIS SPEED WAS 70 MPH . OWNER CONTINUED FLIGHT AT 500 FT AGL IN THE AIRPORT PATTERN. UPON LANDING, HE BOUNCED ON THE FIRST ATTEMPT AND TRIED TO FLARE BUT LOST CONTROL TO THE RIGHT, GROUND LOOPING INTO GRASS TEARING OFF THE LEFT LANDING GEAR FROM THE ENGINE MOUNT AND CAUSING SUBSTANTIAL DAMAGE TO THE ENGINE MOUNT.

ON INSPECTION, FLIGHT CONTROL CONTINUITY WAS CONFIRMED. AILERONS, FLAPS AND RUDDER LINED UP AND LOOKED TO BE RIGGED PROPERLY. THE WING ANGLE OF INCIDENCE COULD NOT BE DETERMINED.
