## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ACCORDING TO THE SURVIVING PILOT (COPILOT), WHILE OPERATING THE ACCIDENT AIRCRAFT AT APPROXIMATELY 300 FEET MSL, APPROXIMATELY 300 YARDS OFF-SHORE OVER THE PACIFIC OCEAN, BETWEEN POINT MUGU NAVAL AIR STATION, CALIFORNIA, AND MALIBU, CALIFORNIA, THE COPILOT EXPERIENCED A VIBRATION IN THE CONTROL STICK. THE COPILOT STATED THAT THE AIRCRAFT ENGINE BEGAN TO SLOWLY LOSE POWER. COPILOT THEN TRANSFERRED CONTROL OF THE AIRCRAFT TO THE PILOT IN COMMAND (PIC) AT THE TIME OF THE ACCIDENT. THE PIC APPLIED FULL THROTTLE AND ATTEMPTED TO CLIMB WHILE HEADING TOWARD THE SHORE; HOWEVER, THE PIC WAS UNABLE TO CLIMB OR MAINTAIN ALTITUDE. THE AIRCRAFT RPM DECLINED, AND THE AIRCRAFT SLOWLY DESCENDED TOWARD THE OCEAN. PIC EXECUTED A CONTROLLED DITCH OF THE AIRCRAFT INTO THE PACIFIC OCEAN, SOUTH OF "MUGU ROCK," AT THE POINT MUGU STATE PARK, MALIBU, CALIFORNIA. BOTH PILOTS EXITED THE AIRCRAFT, AND ATTEMPTED TO SWIM BACK TO THE SHORE. PIC DID NOT SURVIVE THE SWIM BACK TO THE SHORE.
