## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

UPON DEPARTURE FROM RUNWAY 24 AT KHWV THE PILOT IN COMMMAND (PIC) NOTICED THAT POWER CHANGES WITH THE THROTTLE WERE NO LONGER EFFECTIVE. SHORTLY THEREAFTER ABOUT 3-4 MILES FROM THE AIRPORT THE ENGINE SLOWLY STARTED TO DECREASE POWER. THE PIC BEGAN TO RETURN TO THE AIRPORT FOR A PRECAUTIONARY LANDING BUT AFTER COMPLETION OF THE TURN REALIZED HE HAD TO LITTLE POWER TO CONTINUE FLIGHT AND WOULD NOT MAKE THE AIRPORT. THE PIC ELECTED TO MAKE AN EMERGENCY LANDING TO THE WESTBOUND LANES OF SUNRISE HIGHYWAY JUST PRIOR TO EXIT 57. HE MADE A SUCCESSFUL LANDING UNDER IDLE POWER AND SHUT DOWN THE AIRPORT AFTER PULLING OFF TO THE SHOULDER. ENGINE INSPECTION WAS COMPLETED THE FOLLOWING DAY.
