## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

AIRCRAFT WAS CONDUCTING ILS APPROACH TO RUNWAY 04 AT KOTH. WINDS REPORTED BY TOWER 170 @10 GUSTING TO 16-17KTS ACCORDING TO ATC TAPES. SHOWER DURING FINAL APPROACH TO RUNWAY CAUSED VISIBILTY DECREASE AS REPORTED BY ATC AND AIRPORT SECURITY VIDEO OBTAINED FROM AIRPORT. DURING PHONE CONFERENCE CALL, PILOT MENTIONED AIRCRAFT SEEMED TO FLOAT DURING LANDING. AIRCRAFT WAS SHOWN ON FINAL APPROACH COMING THROUGH SHOWER WITH AN OBVIOUS TAILWIND CONDITION. LANDING RESULTED IN RUNWAY EXCURSION. THERE WERE NO INJURIES OR DAMAGE TO AIRCRAFT.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
