AIRCRAFT DEPARTED GSN FOR A 15 MINUTE SIGHTSEEING FLIGHT. THREE MILES NORTHEAST OF THE AIRPORT THE ENGINE LOST POWER. THE PILOT PUMPED THE TROTTLE AND POWER WAS RESTORED. THE PILOT TURNED THE AIRCRAFT AROUND TO HEAD BACK TO GSN. ABOUT 1 MILE FROM THE FIELD THE ENGINE LOST ALL POWER. THE PILOT DECLARED AN EMERGENCY AND WAS CLEARED TO LAND RUNWAY 25.
