## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

^PRIVACY DATA OMITTED^ DID A WALK-AROUND INSPECTION OF THE PLANE PRIOR TO TAKEOFF. BEFORE TAKEOFF HE ENTERED 100GAL IN BOTH OF THE TWO JPI INSTRUMENTS. DEPARTED ON IRF FLIGHT PLAN AND CLIMBED TO 5000 FEET AND WAS FINALLY CLEARED TO DIRECT KLXY. FLIGHT WAS IN SOLID IFR AT 5000 FEET. LEFT ENGINE STARTED TO "SURGE" RAPIDLY AND PIC SHUT IT DOWN. RIGHT ENGINE THEN SHUT DOWN. PIC DECLARED AN EMERGENCY WITH CENTER. AIRCRAFT CAME OUT OF THE CLOUDS AT 500-800 AGL, PIC LOOKED FOR A FIELD TO LAND AND PICKED A FIELD BUT COULD NOT CLEAR THE TREE LINE AT THE EDGE. WHEN HE HIT THE TOP OF THE TREES, THE AIRPLANE TURNED 180 DEGREES AND CRASHED TAIL FIRST INTO THE WET FIELD.

## The NTSB's investigation of this event (1)
