## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

THE ABOVE AIRCRAFT WAS RETURNING TO HOME BASE AFTER TAKING ON A FULL LOAD OF FUEL (13.04 GALLONS) AT NORFOLK REGIONAL AIRPORT (OFK). THE AIRCRAFT WAS APPROXIMATELY 1/4TH MILE OUT, ON A LOW APPROACH TO LANDING, CONFIGURED WITH FULL FLAPS, POWER LEVER FULLY RETARDED, MIXTURE FULL RICH, AND CARBURETOR HEAT OFF. THE CRASH SITE WAS A HIGH ANGLE, HIGH ENERGY FLAT IMPACT ACCORDING TO THE AIRCRAFT SIGNATURES LEFT IN THE SOFT WET MARSHY EARTH, WHICH WAS CONSISTENT WITH THE CORONERS REPORT. THE AIRCRAFT ENGINE WAS NOT TURNING ON IMPACT, THIS WAS VERIFIED BY NO DAMAGE TO THE LEADING EDGE OF THE WOODEN PROPELLER BLADES AND THE SIGNATURE LEFT IN THE MUD BY THE BOTTOM PROPELLER BLADE. THE AIRCRAFT WAS REMOVED FROM THE CRASH SITE THE FOLLOWING MORNING AND RE-LOCATED TO A CLEAN SHOP ENVIRONMENT, WHERE NTSB, FAA, AND LYCOMING ENGINE INSPECTORS WERE ABLE TO PERFORM A DETAILED AIRCRAFT INSPECTION. THE ENGINE CARBURETOR WAS DESTROYED ON IMPACT, HOWEVER THE CARBURETOR SCREEN WAS INSPECTED AND FOUND TO HAVE APPROXIMATELY 5%-10% BLOCKAGE, WHICH WOULD BE CONSISTENT WITH THE AMOUNT OF TIME SINCE LAST CLEANED AND IT APPEARS THE ENGINE HAD SUFFICIENT FUEL. THE POST-ACCIDENT ENGINE INSPECTION REVEALED NO INCONSISTENCIES AND ALL AIRCRAFT SYSTEMS APPEARED TO BE FUNCTIONING NORMAL.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB CEN18FA126](https://openairdocs.org/ntsb/CEN18FA126), Mar 21, 2018: Rans S-16 Shekari (N741WT), Pierce, NE, substantial damage, 1 fatal. Probable cause: The pilot's failure to maintain airspeed during the approach for landing, which resulted in an aerodynamic stall and the airplane's impact with terrain.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
