AT APPROXIMATELY 1930 HOURS ON SUNDAY, JUNE 24, 2018 AN AIRCRAFT N3703M, PA-12, S/N/12-2648 WAS OBSERVED BY GENERAL PUBLIC FLYING ERRATICALLY. EVENTUALLY, THE AIRCRAFT LANDED ON A RESTRICTED BEACH AT THE US COAST GUARD TRAINING CENTER, CAPE MAY, NEW JERSEY. FIRST RESPONDERS ARRIVED AT THE SCENE AND OBSERVED THE PILOT ACTING ERRATIACLLY. THE PILOT FLED THE SCENE AND COULD NOT BE LOCATED/FOUND. SUBSEQUENT INTERVIEW WITH A BANNER TOW PILOT, FROM THE AIRPORT AT WHICH THIS AIRMAN DEPARTED, STATED THAT HE SAW PILOT DRINKING AND HAD A BEER IN HIS HANDS BEFORE HE TOOK OFF.
