## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

THE FLIGHT WAS A PRACTICE FLIGHT OPERATED UNDER 14 CFR PART 91 WITH WATER IN THE AIRCRAFT HOPPER. THE PILOT STATED THAT HE FORGOT TO BRING THE AIRCRAFT OUT OF "GROUND IDLE" AND INTO "FLIGHT IDLE" FOLLOWING THE ENGINE RUN-UP. THE PILOT STATED THAT HE DID NOT RECOGNIZE THAT THE AIRCRAFT WAS NOT ACHIEVING THE PROPER REVOLUTIONS PER MINUTE (RPM) DURING TAKEOFF ROLL. THE PILOT STATED THAT AFTER ROTATION, THE AIRCRAFT DID NOT ACCELERATE ENOUGH TO LEAVE GROUND EFFECT DUE TO THE ?GROUND IDLE? SETTING AND INCREASED WEIGHT OF THE WATER LOAD. THE PILOT STATED THAT HE SHOULD HAVE JETTISONED THE LOAD OF WATER, SWITCHED THE AIRCRAFT TO ?FLIGHT IDLE,? AND REMAINED IN GROUND EFFECT IN ORDER TO ACCELERATE SUFFICIENTLY. HOWEVER, THE PILOT DID NOT REACT IN TIME BEFORE RUNNING OUT OF AVAILABLE RUNWAY AND STALLING THE AIRCRAFT AT THE DEPARTURE END OF THE RUNWAY. THE AIRCRAFT SUSTAINED SUBSTANTIAL DAMAGE. THE PILOT, THE SOLE OCCUPANT, WAS NOT INJURED. THERE WAS NO POST-CRASH FIRE.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB GAA18CA401](https://openairdocs.org/ntsb/GAA18CA401), Jul 5, 2018: Grumman G164 (N6795Q), Rochelle, IL, substantial damage. Probable cause: The pilot’s failure to move the power lever to the proper position before takeoff, which resulted in insufficient airspeed and a subsequent aerodynamic stall.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
