## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON AUGUST 10, 2018, AT OCEAN CITY MUNICIPAL AIRPORT, NJ, OVER A MARSH AREA WEST AND ADJACENT TO RUNWAY 6, A CFI WAS PERFORMING HOVER TRAINING WIH A STUDENT IN A ROBINSON R22 HELCOPTER, AT ABOUT 3-FEET FROM THE GROUND. DURING THE SEQUENCE OF ESTABLISHING AND EXCHANGING CONTROL FROM PIC TO STUDENT, AND AFTER THE STUDENT ESTABLISHED A HOVER, THE HELICOPTER BECAME UNSTABLE AND CFI TOOK BACK CONTROL OF THE HELICOPTER. HOWEVER, THE HELICOPTER WAS LOW TO THE GROUND, AND THE LEFT SKID CONTACTED THE GROUND. CONTROL OF THE HELICOPTER COULD NOT BE RECOVERED AND THE HELICOPTER WENT INTO A DYNAMIC ROLLER CONDITION. THE HELICOPTER CAME TO REST ON ITS SIDE, RIGHT SKID UP, WITH SUBSTANTIAL DAMAGE. THE PIC AND STUDENT PILOT WERE ABLE TO DISEMBARK THE HELICOPTER ON THEIR OWN; NO INJURY TO THE PIC. THE STUDENT PILOT SUSTAINED AN INJURY TO HER LEG. BOTH PIC AND STUDENT WERE TAKEN TO HOSPITAL. PIC WAS RELEASED ON THE SAME DAY, WITHOUT INJURY. STUDENT REMAINED IN HOSPITAL OVERNIGHT WITH TREATMENT ACCOMPLISHED ON INJURY TO LEG. SHE WAS RELEASED THE NEXT DAY.
