## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON AUGUST 14, 2018. A PART 61 TRAINING FLIGHT IN A PIPER PA-32 LANCE, ABORTED A TAKE-OFF ON RWY 10R AT HWO AIRPORT AFTER EXPERIENCING A LOSS OF POWER ON CLIMBOUT. UPON RELADING, THE AIRCRAFT TRAVELED PAST THE END OF THE RUNWAY STRIKING IT'S STABILATOR ON AN END OF RUNWAY IDENTIFIER LIGHT DAMAGING THE R/H LEADING EDGE. AN INSPECTION POST INCIDENT REVEALED WATER IN THE FUEL SYSTEM.

IT IS THIS INSPECTOR'S OPINION THAT THE PILOTS HAD A COMPLIANT ATTITUDE. I HAVE DETERMINED THAT A COUNSELING SESSION WOULD BE AN EFFECTIVE ACTION FOR THESE PILOTS. COUNSELING WAS HELD ON AUGUST 29, 2018 AT THE HWO AIRPORT. COUNSELING HAS BEEN RECORDED IN A TRIGGERED PTRS 201817014 WITH A 1750 ACTIVITY NUMBER. I CONSIDER THIS ISSUE CLOSED.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
