## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

AIRMAN CAUGHT BANNER IN TAILWHEEL DURING PICK UP. AIRMAN ATTEMPTED TO RELEASE BANNER BACK ONTO SOD AIRSTRIP BUT WAS UNSUCCESSFUL. AIRMAN THEN ATTEMPTED TO FREE BANNER BY REDUCING POWER AND CONDUCTING A STEEP DESCENT FROM 1000 FEET MSL TO 400 FEET MSL OVER SOD AIRSTRIP. THIS MANEUVER WAS ALSO UNSUCCESSFUL IN RELEASING THE BANNER FROM THE TAILWHEEL. UPON RECOVERY FROM POWER OFF DESCENT, ENGINE POWER DID NOT INCREASE WITH THE APPLICATION OF THROTTLE. AIRMAN MADE EMERGENCY LANDING AT EDGE OF FIELD AND STRUCK A FENCE.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB GAA18CA503](https://openairdocs.org/ntsb/GAA18CA503), Aug 22, 2018: Champion 8GCBC (N88287), Elberta, AL, substantial damage. Probable cause: The pilot's failure to use carburetor heat during a low-power setting approach in conditions conducive to carburetor icing, which resulted in a partial loss of engine power.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
