## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON SEPTEMBER 18, 2018 AT APPROXIMATELY 1730 LOCAL TIME, N811YD, AN AVIAT AIRCRAFT INC MODEL A-1B, SERIAL STRUCK THE LEFT WINGTIP DURING LANDING ROLLOUT AT GRAND ISLAND REGIONAL AIRPORT IN GRAND ISLAND NEBRASKA. THE PILOT REPORTED IN HIS INITIAL STATEMENT TO THE FAA THAT HE HAD RECEIVED A WIND REPORT OF 080 AT 10 KNOTS FROM THE AIR TRAFFIC CONTROLLER ON DUTY IN THE TOWER . HOWEVER DURING LANDING AND LANDING ROLLOUT THE PILOT STATED HE FELT THAT THE WIND COULD HAVE BEEN GUSTING ABOVE THE REPORTED VALUE. WHILE SLOWING THE AIRCRAFT DURING LANDING ROLLOUT THE PILOT EXPERIENCED INSUFFICIENT CONTROL FORCE EFFECTIVENESS WHICH RESULTED IN A LOSS OF DIRECTIONAL CONTROL OF THE AIRCRAFT CAUSING THE AIRCRAFT TO GROUND LOOP ON THE RUNWAY AND STRIKE THE LEFT WINGTIP. THE AIRCRAFT RIGHTED ITSELF FOLLOWING THE WINGTIP STRIKE, AND THE PILOT WAS ABLE TO TAXI THE AIRCRAFT UNDER NORMAL POWER AND DIRECTIONAL CONTROL. THE AIRCRAFT SUSTAINED DAMAGE TO THE LEFT WINGTIP, OUTBOARD TRAILING EDGE OF THE LEFT AILERON, AND MINOR DEFORMATION OF THE FABRIC ON THE UPPER SURFACE OF THE LEFT WING IN THE AREA FORWARD OF THE LEFT AILERON. UPON EVALUATION BY THE NTSB THE DAMAGE WAS DETERMINED TO BE SUBSTANTIAL DUE TO THE EXPECTED MAJOR REPAIR OR REPLACEMENT OF THE LEFT AILERON.
