AT APPROXIMATELY 0815 MDT THE AIRCRAFT DEPARTED SUNRISE SKYPARK (ID40) MELBA, ID ON A 14CFR 91.146 COMMUNITY EVENT FLIGHT TO SIGHTSEE OVER THE OWYHEE MOUNTAINS AND LAND AT MURPHY AIRPORT (1U3), MURPHY, ID. THE AIRCRAFT FLEW SOUTHWEST AT AN APPROXIMATE HEADING OF 187°. THE FIRST WITNESS REPORTS SEEING THE AIRCRAFT AT APPROXIMATELY 500 FEET AT 0830 MDT IN MURPHY, ID FLYING SOUTHWEST. SECONDARY RADAR HITS PICK UP THE AIRCRAFT AT 08:31:36 MDT 5 MILES SOUTHWEST OF Z X RANCH IN MURPHY, ID, APPROXIMATELY 253 FEET AGL (4875 MSL) WITH A GROUND SPEED OF 138 MPH. THE AIRCRAFT CONTINUED FLYING AN APPROXIMATE 185° (SOUTHWEST) HEADING FOR 6.5 MILES. THE LAST RADAR HIT AT 08:35:00 SHOW THE AIRCRAFT WAS APPROXIMATELY 31 FEET AGL (6550 MSL) WITH A GROUND SPEED OF 57 MPH. THE AIRCRAFT MAKES A 180° TURN BEFORE IMPACTING THE GROUND APPROXIMATELY .36 MILES EAST OF THE LAST RADAR HIT. IMPACT DAMAGE WAS CONSISTENT WITH A LOW ALTITUDE STALL. THE DEBRIS PATH WAS APPROXIMATELY 379FT IN LENGTH ON A HEADING OF 345° MAGNETIC. DEBRIS AND GROUND SCARES INDICATE THAT THE LEFT WING TIP CONTACTED THE GROUND FIRST AND ROTATED ONTO THE NOSE, SHEARING THE PROPELLER AND THEN TO THE RIGHT WING AND COMING TO A REST INVERTED. THE FUSELAGE, BOTH WINGS AND EMPENNAGE WE CONSUMED IN A POST-ACCIDENT FIRE. PRELIMINARY FINDINGS SHOW THAT THE AIRCRAFT WAS CONFIGURED WITH THE FLAPS AT 10° BASED OFF OF THE FLAP ACTUATOR JACK SCREW, AND THE LANDING GEAR WAS RETRACTED. POST-ACCIDENT FIRE CONSUMED MAJORITY OF THE COCKPIT INSTRUMENTS. ELEVATOR CONTINUITY WAS ESTABLISHED FROM THE CONTROL COLUMNS TO THE BELLCRANK WHICH CONNECTED TO THE ELEVATOR ARM ASSEMBLY. ELEVATOR TRIM WAS NEUTRAL.

THE AILERON INTERCONNECT AND RIGHT AILERON DIRECT CABLE EXHIBITED TENSION OVERLOAD SEPARATIONS IN THE CABIN OVERHEAD. ALL OTHER CABLES, TURNBUCKLES AND BELLCRANKS REMAINED INTACT. RUDDER CONTINUITY WAS ESTABLISHED FROM THE RUDDER PEDALS TO THE RUDDER BELLCRANK.

EXAMINATION OF THE ENGINE SHOWED SOME IMPACT DAMAGE AND POST-ACCIDENT FIRE DAMAGE. NO ANOMALIES WERE NOTED DURING THE EXAMINATION. ACCIDENT SCENE INDICATION SHOW THAT THE ENGINE WAS UNDER POWER AT IMPACT.
