## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

WHEN COMING IN FOR LANDING ON RUNWAY 22, THE PILOT IN COMMAND (PIC) STATED HE OBSERVED A VEHICLE APPROACHING THE INTERSECTION OF THE ROAD THAT CROSSES THE RUNWAY AT APPROXIMATELY MIDFIELD. THE PIC, VISUALLY VERIFIED THE VEHICLE POSITIONED AT THE STOP SIGN AND PROCEEDED TO LAND. THE PIC STATED HE BELIEVES HE TOUCHED DOWN ABOUT 1/3 OF THE WAY DOWN THE RUNWAY. SOON AFTER TOUCHDOWN, THE VEHICLE PULLED AWAY FROM THE STOP SIGN TO CROSS THE RUNWAY. THE PILOT BRAKED HARD AND STEERED TO THE LEFT TO AVOID THE VEHICLE.

THE VEHICLE SPED UP TO CROSS THE RUNWAY WHEN THE DRIVER HEARD THE TIRES SKIDDING; THE AIRCRAFT EXITED THE RUNWAY TO THE LEFT INTO THE GRASS SUSTAINING SUBSTANTIAL DAMAGE TO THE LEFT WING TIP, PROPELLER, SPINNER, FIREWALL, AND UPPER WING AT THE FUEL CELL. THE PIC, THE SOLE OCCUPANT OF THE AIRCRAFT HAD NO INJURIES.

THE DRIVER OF THE VEHICLE REPORTED NOT SEEING ANY AIRCRAFT UNTIL HE WAS IN THE MIDDLE OF THE RUNWAY. HE ACCELERATED TO CROSS AND DID NOT SEE THE AIRCRAFT LEAVE THE RUNWAY OR THE CRASH.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB GAA19CA018](https://openairdocs.org/ntsb/GAA19CA018), Oct 7, 2018: Piper PA 16 (N49WV), Manchester, WV, substantial damage. Probable cause: A vehicle's incursion onto an active runway, which resulted in an evasive action by the pilot landing an airplane on that runway and a subsequent runway excursion.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
