## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

FLIGHT WAS A 14 CFR 91 INSTRUCTIONAL FLIGHT WHEN THE ACCIDENT OCCURRED. AIRCRAFT WAS ON FINAL WHEN THE STUDENT PILOT TRIED TO ADD POWER BUT THE ENGINE DID NOT RESPOND. THE STUDENT TRIED THE THROTTLE A SECOND TIME WITH NO ENGINE RESPONSE (ENGINE WIND MILLING) AND LANDED SHORT OF THE RUNWAY WHERE THE GRASS AND ASPHALT MEET, BOUNCED ONTO THE PAVEMENT AND STRUCK A THRESHOLD LIGHT AND CAME TO STOP APPROXIMATELY 750-1000 FEET FROM THE END OF RUNWAY 16. THE AIRCRAFT WAS TOWED OFF OF THE RUNWAY TO THE HANGAR.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB ERA19TA276](https://openairdocs.org/ntsb/ERA19TA276), Sep 10, 2019: Beech 23 (N3555R), Panama City, FL, substantial damage. Probable cause: A total loss of engine power due to an obstructed fuel vent, and the flight instructor's failure to ensure that the student did an adequate preflight inspection, which resulted in a forced landing.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
