## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

PILOT STATES THAT HE DEPARTED WOLF LAKE AND FLEW TO BIG LAKE TO PERFORM TOUCH AND GO MANEUVERS. PILOT HAD CARB HEAT TURNED ON DURING THE SECOND LANDING AND TURNED CARB HEAT OFF AND APPLIED FULL POWER TO INITIATE A TAKE-OFF. ONCE AIRBORNE, THE AIRCRAFT BEGAN TO LOSE POWER AND PILOT WAS UNABLE TO REGAIN POWER BY MANIPULATING THE THROTTLE AND CARB HEAT LEVERS. PILOT CHOSE TO IMMEDIATELY SET THE AIRCRAFT DOWN ON THE RUNWAY RATHER THAN ATTEMPT TO CONTINUE THE GO AROUND. UPON LANDING, THE AIRCRAFT ENCOUNTERED SNOW ON THE RUNWAY WHICH ARRESTED THE LANDING GEAR. THE AIRCRAFT'S MOMENTUM CAUSED IT TO FLIP OVER ON ITS BACK CAUSING DAMAGE TO THE PROPELLER, RUDDER, AND BOTH WINGS.
