## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

INVESTIGATION: THE LIT FSDO WAS NOTIFIED VIA A PHONE CALL FROM THE CHIEF PILOT OF OZARKA 141 PILOT SCHOOL ON 05/22/2020. THE CHIEF PILOT INDICATED THAT ON 05/21/2020 A STUDENT PILOT WHILE ATTEMPTING TO LAND ON HIS THIRD SOLO AND PERFORMING STAGE 2, LESSON 10 REQUIREMENTS IN THE TRAFFIC PATTERN, LANDED ON RUNWAY 21 AT MELBOURNE, AR (42A) AND STRUCK THE GROUND WITH THE PROP CAUSING MINOR DAMAGE. NO INJURIES WERE SUSTAINED. POTENTIAL 14 CFR 91.103 VIOLATION.

ROOT CAUSE ANALYSIS (RCA): THIS DEVIATION WAS CAUSED BY AIRMAN ABILITY/PROFICIENCY. PILOT FAILED TO MAINTAIN CONTROL OF THE AIRCRAFT, WHEN CONTROL WAS POSSIBLE.

CORRECTIVE ACTION: THE AIRMAN, ^PRIVACY DATA OMITTED^, CORRECTED THE NON-COMPLIANCE COMPLETION OF THREE SCHEDULED FLIGHTS WITH THE CHIEF PILOT, AND ON 06/02/2020 THE AIRMAN WAS COUNSELED FROM THE INVESTIGATING ASI.

COMMENTS: I ENSURED THE AIRMAN GAINED COMPLIANCE THROUGH TRAINING, AND AIRMAN COUNSELING FROM THE INVESTIGATING ASI. I AM SATISFIED THE AIRMAN'S CORRECTIVE ACTIONS FULLY ADDRESS THE PROFICIENCY AND ABILITY ASPECT, AS HE IS ONLY 10 FLIGHT HOURS INTO HIS CAREER, AND HAVE REESTABLISHED COMPLIANCE AND SAFE OPERATIONS. I RECOMMEND NO FURTHER ACTION, REEXAMINATION/RE-INSPECTION OR ENFORCEMENT.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
