## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON 10/20/2020, ENY 3541 COMPLETED A STABLE APPROACH (RNAV RWY 35) TO KCWA, WI. WEATHER WAS 400 FEET OVERCAST, 1 MILE VISIBILITY, LIGHT SNOW. THE RUNWAY CONDITION REPORT OF 5/5/5 WAS CONVEYED TO THE FLIGHT CREW AS WELL AS A 70 MINUTE OLD PIREP THAT REPORTED THE BRAKING ACTION OF RUNWAY 35 AS "GOOD."

IN ACTUALITY, THE CONTINUOUS LIGHT SNOW HAD DEGRADED THE BRAKING ACTION, WHICH WAS UNKNOWN TO THE CREW. THE CREW LANDED IN THE TOUCHDOWN ZONE, ON SPEED, BUT EXPERIENCED VERY POOR BRAKING, WHICH RESULTED IN THE AIRCRAFT ROLLING SLOWLY OFF THE DEPARTURE END OF RUNWAY 35 BY 28 FEET. NO ONE WAS INJURED. THERE WAS NO AIRCRAFT DAMAGE.

MORE TIMELY UPDATES OF RUNWAY CONDITION ARE NEEDED FROM THE AIRPORT FACILITY DURING ACTIVE PERIODS OF WINTER PRECIPITATION. THE 70 MINUTE OLD PIREP GIVEN TO THE CREW WAS HIGHLY INACCURATE BY THE TIME ENY 3541 LANDED.

THE FLIGHT CREW'S PROCEDURES ON LANDING ON A SNOW COVERED RUNWAY WERE NOT INCORRECT. ^PRIVACY DATA OMITTED^ PROCEDURES WERE FOLLOWED. HOWEVER, A FLAPS 45 LANDING VERSUS THE FLAPS 22 LANDING THAT WAS USED WOULD HAVE BEEN A PREFERRED TECHNIQUE FOR THIS SHORTER, SNOW COVERED RUNWAY (6,501 FEET ). SUCH TECHNIQUES CAN ACCOMMODATE THE POSSIBILITY OF DECREASING RUNWAY FRICTION DURING PERIODS OF ACTIVE WINTER PRECIPITATION.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
