## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

DURING THIS TRAINING FLIGHT, THE STUDENT PILOT HAD COMPLETED A TAKEOFF AND A TOUCH & GO LANDING TO RUNWAY 28R. DURING THE 2ND TAKEOFF FROM 28R AND ON CLIMBOUT, BOTH THE STUDENT PILOT AND CFI REPORT THAT THE AIRCRAFT EXPERIENCED A LOSS OF ENGINE POWER AT APPROXIMATELY 200 FEET ABOVE THE GROUND (ENGINE SOUND WENT FROM FULL POWER TO AN IDLE SOUND WITH THE AIRCRAFT SLOWING DOWN). THE AIRPLANE WAS IMMEDIATELY PLACED IN A ATTITUDE TO LAND BACK TO THE RUNWAY. THE AIRCRAFT WAS LANDED AT THE END OF THE RUNWAY, PROCEEDED ONTO THE SURROUNDING AREA, AND CAME TO A STOP SHORTLY AFTER BREACHING THE AIRPORT BOUNDARY FENCE.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB WPR21LA069](https://openairdocs.org/ntsb/WPR21LA069), Dec 13, 2020: Cessna 172 (N5098E), San Diego, CA, substantial damage. Probable cause: A partial loss of engine power due to the fatigue fracture of the No. 3 exhaust valve rocker arm stud.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
