AT ABOUT THE SAME TIME THE ^PRIVACY DATA OMITTED^ TRUCKS WERE ARRIVING TO LOAD THE AIRCRAFT. THE AIRCRAFT WAS PARKED ON A DARK PORTION OF THE RAMP. THE DAY AFTER THE ACCIDENT THE PIC STATED THAT HE DID DO A PREFLIGHT AND THERE WAS NO FROST ON THE AIRCRAFT. ^PRIVACY DATA OMITTED^ PROVIDED PACKAGES FROM TWO TRUCKS. THE AIRCRAFT WAS LOADED TO THE MAX GROSS WEIGHT OF 8800LBS, THE WEIGHT AND BALANCE DOCUMENTS SIGNED BY THE PIC SHOWED THIS, AND THE PIC REFUSED A FEW PACKAGES DUE TO THE WEIGHT RESTRICTION.

AT 1935L THE PIC WAS IN THE SEAT AND TURNED ON THE BEACON LIGHT. THE AIRCRAFT ROTATED AT 1942L. THE CALL TO 911 TOOK PLACE WHEN IT WAS STILL 1942 AND PD DISPATCHED AT 1943. WITNESS TO THE POST CRASH INTERVIEW THAT NIGHT STATED THE PILOT DESCRIBED THAT THE AIRCRAFT, "WOBBLED TO THE RIGHT, THEN WOBBLED TO THE LEFT AND CRASHED INTO THE GRASS." THE PIC STATED TO THE PD ON SCENE COMMANDER, "THE AIRCRAFT WAS FULLY LOADED AND THERE COULD HAVE BEEN FROST ON THE WINGS, SO THE COMBINATION OF THESE TWO THINGS MAY HAVE BEEN WHY I COULD NOT MAINTAIN ALTITUDE."

THE FOLLOWING DAY THE PIC TOLD FAA ON SCENE THAT HE BEGAN ROTATING THE AIRCRAFT AT 82 KTS GETTING AIRBORNE AT ABOUT 85 KTS. PER THE CHECKLIST, AT MAX GROSS WEIGHT OF 8800 LBS THE ROTATION SPEED IS 96 KTS.
