## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON FEBRUARY 16, 2021 AN EXPERIMENTAL AMATEUR BUILT VELOCITY V-TWIN AIRCRAFT WAS TRAVELLING FROM APPLETON AIRPORT WI (ATL) TO SEBASTIAN MUNICIPAL AIRPORT FL (X26) WITH A TWO PERSON CREW ON BOARD. PRIOR TO THE FLIGHT THE AIRCRAFT WAS ISSUED A SPECIAL FLIGHT PERMIT BY THE FAA WITH A LIMITATION LISTED AS GEAR TO REMAIN DOWN FOR THE FLIGHT AND AUTHORIZATION FOR A CO-PILOT. THE FLIGHT CREW MADE A STOP IN JANESVILLE WI (JVL) WHERE THEY HAD BREAKFAST AND FILLED THE AIRCRAFT WITH FUEL. SHORTLY AFTER DEPARTURE FROM JVL ON RUNWAY 32 THE TOWER RECEIVED A RADIO TRANSMISSION FROM THE AIRCRAFT THAT THEY NEEDED TO RETURN TO THE AIRPORT TO SORT OUT AN ENGINE PROBLEM. THE AIRCRAFT WAS CIRCLING BACK TO THE AIRPORT IN A LEFT HAND PATTERN WHEN IT DESCENDED IN ALTITUDE AND CRASHED IN SWAMPY AREA NEXT TO THE ROCK RIVER 1.3 MILES SOUTH OF THE THRESHOLD TO RUNWAY 32. THE AIRCRAFT WENT THROUGH SOME TREES BEFORE COMING TO REST INVERTED IN ABOUT 3 FEET OF WATER. BOTH OCCUPANTS WERE FATALLY INJURED AS A RESULT OF THE CRASH. THE AIRCRAFT WAS DESTROYED. VFR METEOROLOGICAL CONDITIONS PREVAILED AT THE TIME OF THE CRASH.
