AT APPROXIMATELY 1,000' AGL THE AIRCRAFT ENGINE LOST POWER, AND THE PILOT WAS FORCED TO MAKE AN EMERGENCY OFF-AIRPORT LANDING ON A GRAVEL ROAD. AFTER TOUCHDOWN THE AIRCRAFT CAME IN CONTACT WITH A SNOWBANK IN THE ROAD DITCH RESULTING IN THE AIRCRAFT FLIPPING OVER AND COMING TO REST UPSIDE DOWN.

## The NTSB's investigation of this event (1)
