N809PA WENT OFF THE LEFT SIDE OF THE RUNWAY DUE TO A FLAT TIRE  AFTER NORMAL LANDING.  PILOT STATED THAT FULL RUDDER AND AILERON INPUTS HAD NO EFFECT.
