## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

^PRIVACY DATA OMITTED^ WAS CLEARED TO LAND ON RUNWAY 019 TETERBORO (TEB). UPON LANDING THE PILOT STATED THE HE APPLIED "NORMAL BRAKING" WHICH HAD NO EFFECT ON SLOWING THE AIRCRAFT. AFTER A FEW SECONDS THE BRAKES LOCKED THE WHEELS, EVENTUALLY BLOWING BOTH TIRES CAUSING THE PILOT TO LOSE DIRECTIONAL CONTROL. THE AIRCRAFT SPUN 180 DEGREES ENDING UP OFF THE SIDE OF THE RUNWAY. AN INSPECTION OF THE WHEEL BRAKES REVEALED THAT BOTH LEFT AND RIGHT SIDE MAIN WHEEL HUBCAPS WERE MISSING.

THE AIRCRAFT RECENTLY UNDERWENT A DETAILED 600 HOUR INSPECTION PERFORMED BY A CERTIFICATED 14 CFR PART 145 REPAIR STATION. AT THE TIME OF THIS INSPECTION, BOTH WHEEL BRAKE ASSEMBLIES WERE REPLACED.

THE MISSING HUBCAPS WERE SUBSEQUENTLY LOCATED AT THE REPAIR STATION THAT PERFORMED THE 600 HOUR INSPECTION. THE HUBCAPS WERE NOT RE-INSTALLED AT THE COMPLETION OF THE BRAKE REPLACEMENT DURING THE 600 HOUR INSPECTION.

NOTE:

CONSULTATION WITH ^PRIVACY DATA OMITTED^ TECHNICAL REPRESENTATIVE CONFIRMED THAT THE HUBCAPS ARE DIRECTLY LINKED WITH BRAKES ANTI-SKID SYSTEM, AND IF NOT INSTALLED WOULD RESULT IN UNPREDICTABLE / UNCONTROLLED BRAKING.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
