WHILE EN ROUTE ON THE IFR FLIGHT, THE AIRCRAFT WAS VECTORED TO THE NORTH PLATTE (LBF) RUNWAY 30 ILS APPROACH AND INSTRUCTED TO MAINTAIN 5,000 FT UNTIL ESTABLISHED ON THE ILS. METAR REPORTS AT LBF SURROUNDING THE TIME OF THE ACCIDENT INDICATED CEILING OVERCAST AT 300 FT AGL. THE GROUND ELEVATION FOR THIS APPROACH VARIES FROM APPROXMATELY 2,700 FT TO 2,780 FT. ^PRIVACY DATA OMITTED^ ARRIVED AT THE PANBE LOM (5.3 NM FROM THE THRESHOLD OF RUNWAY 30) AT 5,000 FT MSL (ADSB INDICATED). THE TARGET GLIDE SLOPE INTERCEPT ALTITUDE IS 4,600 FT MSL. AT 4.15 NM ALONG THE ILS PATH THE AIRCRAFT WAS AT 4,550 FT MSL (ADSB INDICATED). THE ON-GLIDE PATH ALTITUDE AT THIS DISTANCE IS 3,450 FT. AT 3.25 NM AND 4,625 FT MSL (ADSB INDICATED) THE AIRCRAFT STARTED A LEFT TURN AND CONTINUED TO INCREASE ALTITUDE. AT 3 NM, THE AIRCRAFT WAS AT 4,800 FT MSL (ADSB INDICATED) AND 0.3 NM LEFT OF THE ILS FINAL APPROACH COURSE. THE ADS-B DATA INDICATED THE LEFT TURN CONTINUED, WITH THE FINAL ADS-B DATA POINT INDICATING AN ALTITUDE OF 3,925 FT MSL AND A SOUTHERLY HEADING.
