## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

THE PILOT STATED THAT PRIOR TO FLIGHT HE COMPLETED A PREFLIGHT, AS WELL AS THE REQUIRED CHECKLISTS WITH RUN-UPS. THE PILOT PROCEEDED WITH TAKE AS NORMAL. AT APPROXIMATELY 500 FT AND 65 KNOTS IAS, THE PILOT NOTICED A DECREASE IN AIRSPEED WITH NO ADDITIONAL FLIGHT PARAMETER CHANGES. THE PILOT REPORTED A LOSS OF ENGINE POWER WITH NO OBIVOUSE CAUSE OR INDICATION. AS THE AIRCRAFT DECREASED BELOW 60 KNOTS IAS THE PILOT PUT THE AIRCRAFT IN A NOSE DOWN ATTITUDE TO AVOID STALLING. THE PILOT WAS UNABLE TO MAKE THE FULL TURN TO RETURN TO THE RUNWAY AND LINED UP FOR A WATER LANDING DUE TO THE AREA AROUND THE AIRPORT BEING CONGESTED. THE AIRCRAFT IMPACTED WITH THE ICE ON TOP OF THE CREEK, CAUSING SUBSTANTIAL DAMAGE TO THE WINGS, AND FIREWALL. THE PILOT WAS RESCUED BY MARYLAND DNR. THE AIRCRAFT THEN SUNK AND WAS LATER RECOVERED. WITNESS REPORTED SEEING BLACK SMOKE AND HEARING A SPUTTERING NOISE FROM THE AIRCRAFT IMMEDIATELY BEFORE THE ACCIDENT.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB ERA23LA093](https://openairdocs.org/ntsb/ERA23LA093), Dec 26, 2022: Piper PA-28-151 (N1867H), Annapolis, MD, substantial damage. Probable cause: A reported partial loss of engine power for undetermined reasons.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
