## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

THIS PART 91 FLIGHT TERMINATED WITH AN ATTEMPTED WHEEL LANDING DURING WINDY CONDITIONS. THE PILOT REPORTED UPON LANDING, A GUST OF WIND CAUSED THE TAIL OF THE AIRCRAFT TO RAISE UP, CAUSING THE AIRCRAFT TO NOSE OVER ON ITS BACK. WITNESS REPORTS INCLUDED STATEMENTS THAT THIS PILOT HAD GROUND LOOPED THIS AIRCRAFT ON SEVERAL OCCASIONS. THE REPORTED WINDS WERE NOT STRONG ENOUGH FOR THIS AIRCRAFT TO FLIP OVER WITH OUT EXCESSIVE BRAKING TO HAVE BEEN APPLIED.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB CEN23LA378](https://openairdocs.org/ntsb/CEN23LA378), Aug 22, 2023: Piper J4 (N6581H), Cleburne, TX, substantial damage. Probable cause: The pilot’s failure to maintain directional control while landing in gusty crosswind conditions.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
