## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

PILOT REPORTED WHILE ON APPROACH TO LAND AT ABOUT 700 FEET AND ABOUT A MILE OR TWO FROM THE RUNWAY THE ENGINE STOPPED. HE ATTEMPTED A RESTART BUT WAS UNSUCCESSFUL, AIRCRAFT LANDED SHORT AND HIT A SECURITY FENCE THEN CROSSED A ROAD AND HIT ANOTHER AIRPORT PERIMETER FENCE COMING TO A COMPLETE STOP. PILOT INDICATED THAT THE CARBURETOR HEAT WAS TURNED OFF AND THAT IT SHOULD HAVE BEEN TURNED ON. AIRCRAFT WAS TOWED TO THE ^PRIVACY DATA OMITTED^ HANGAR; OWNER STARTED THE ENGINE WITH NO ISSUES.
