## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

THE AIRCRAFT WAS ON APPROACH AND LANDING AT PCZ ( WAUPACA MUNICIPAL) RUNWAY 10. DAYTIME VFR CONDITIONS OPERATING UNDER PART 91, WIND 170 DEGREES AT 7G10 KNOTS. DURING THE LANDING THE AIRCRAFT MADE CONTACT WITH THE NOSE WHEEL AND BOUNCED BACK INTO THE AIR AND THEN BOUNCED A SECOND TIME. THE PILOT EXECUTED A GO AROUND AT A VERY LOW ALTITUDE AND SPEED. THE PILOT SAID HE WAS ABOUT 3 AGL WHEN HE ADDED FULL POWER AND THE AIRCRAFT YAWED / TURNED LEFT.

WITH NOT ENOUGH AIRSPEED THE RIGHT RUDDER INPUT COULD NOT COUNTERACT THE P FACTOR AND TORQUE CAUSING THE TURN TO THE LEFT. THE AIRCRAFT NEEDED TO ACCELERATE AND GAIN AIRSPEED FOR IT TO REGAIN FLIGHT CONTROL AUTHORITY AND FLY OUT OF THE GROUND AFFECTS. HOWEVER THERE WASN’T ENOUGH TIME OR DISTANCE. THE AIRCRAFT HIT A RIDGE / HILL ON THE NORTH SIDE OF RUNWAY 10 BEFORE IT COULD CLIMB. THE DISTANCE FROM THE RUNWAY TO THE AIRCRAFT ON ITS FLIGHT PATH WAS ABOUT 360FT FEET OR 195FT OFF OF THE RUNWAY AT A 90 DEGREE ANGLE TO THE RUNWAY.

THE NOSE WHEEL AND RIGHT MAIN SHEARED TOTALLY OFF OF THE AIRFRAME. THE RIGHT MAIN WAS FOUND BEHIND THE RIGHT WING AND THE NOSE WHEEL WAS FOUND UNDER THE MIDPOINT OF THE FUSELAGE. THERE IS A POSSIBILITY THE NOSE AND RUDDER CONTROL MECHANICS WERE DAMAGED IN THE BOUNCE AND CONTRIBUTED TO THE ACCIDENT.THE AIRCRAFT STOPPED IN A VERY SHORT DISTANCE. IT IMPACTED THE RIDGE ON A 30 DEGREE ANGLE. THE NOSE DUG IN AND THE AIRCRAFT ROTATED TO THE RIGHT (COUNTERCLOCKWISE) AND CAME TO A REST SLIGHTLY PAST A 90 POINT TO THE RIDGE AND RUNWAY.

THE PROP STRIKE IS CONSISTENT WITH THE ENGINE RUNNING. IT STUCK THE RIDGE BENDING BOTH BLADES. DUE TO THE DIRECTION OF THE AIRCRAFT AND THE RIGHT TURN UPON IMPACT RIGHT BLADE IS BENT SUBSTANTIALLY AFT. WHEN INSPECTING THE AIRCRAFT AFTER THE ACCIDENT THE THROTTLE WAS FULL FORWARD ALONG WITH THE MIXTURE FULL RICH. THE PILOT AGREED THE ENGINE WAS PRODUCING POWER.

OVERALL DAMAGE TO THE AIRCRAFT IS SUBSTANTIAL.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB CEN24LA001](https://openairdocs.org/ntsb/CEN24LA001), Oct 1, 2023: Beech 23 (N1963F), Waupaca, WI, substantial damage. Probable cause: The pilot’s failure to maintain directional control during the go-around, that resulted in a runway excursion and an impact with terrain.

## Other reports on N1963F (1)

Matched to the same aircraft by N-number and date.

- [Accident 19810713042969A](https://openairdocs.org/incident/19810713042969A), Jul 13, 1981: Beech 23BEECH (N1963F), Eaton, CO, Substantial damage. Ran off departure end of runway on landing. Drop-off severed main landing gear.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
